In India, private sector is expanding, but public sector’s growth is slow. Therefore, people do not have any option but to go to private sector. Private sector is more concentrated in urban areas. The cost of these services are very high. Medicines are very expensive. Many people cannot afford them or have to borrow money when there is an illness in the family. So according to the above discussion it is dear that adequate healthcare services are not avilable to all in India.

What problems did Hakim Seikh face after he met with a train accident?
Answer: 
Hakim Seikh accidentally fell off a running train and suffered head injuries. He was in a serious condition and needed immediate treatment. He was taken to a government hospital in Kolkata but they refused to admit him because they did not have a spare bed. Another hospital did not have the facility or the specialised doctors necessary for this treatment. In this way, he spent 14 hours in a critical state and was taken to eight different government hospitals but none of them admitted him. Finally, he was admitted in a private hospital, where he was charged a lot for treatment he received.

Explain the structure of public health services available in India.
Answer: 
It is chain of health centres and hospitals run by the government.

  1. They cover both rural and urban areas.
  2. They provide treatment to all kinds of problems from common illnesses to special services..
  3. At-village level, there are health centres where there is usually a nurse and a village health worker.
  4. They are trained in dealing with common illnesses and they work under the supervision of doctors at the Primary Health Centre (PHC).

Why are public health services called ‘public’?
Answer: 
They are called ‘public’ for many reasons: 

  1. Government establishes these hospitals and health centres in order to fulfil its commitment to provide health care to its citizens.
  2. Government obtains money through taxes in order to arrange resources to run those services.
  3. It provides quality services at very less cost.
  4. It takes action to prevent the spread of diseases such as TB, Malaria, jaundice, cholera, diarrhoea, chikungunya etc.
  5. Such illnesses have to be prevented by the government with the participation of people otherwise it is not effective, e.g., campaigns to check mosquitoes to control malaria.

The constitution assigns primary duty to the government to ensure the welfare of the people and provide health care facilities to all. The government must safeguard the ‘Right to life of every person. The court said that the difficulty that Hakim Seikh had to face could have cost him his life. If hospital cannot provide timely medical treatment to a person, it means that this protection of life is not being given. The court also says that it is the duty of the government to provide the necessary health services. The court asked the state government to give Hakim Seikh the money that he had spent on his treatment.

Thus, the water supply plans were reviewed, the functioning of schools and anganwadis was ensured and the particular problems of the village were focused. The working of health centers was also made better. Thus, the overall situation improved. Still a lot has to be done with respect to short supply of medicines, lack of beds in hospitals and shortage of doctors.

Costa Rica is considered to be one
of the healthiest countries in Central America. The main reasons for this can be found in the Costa Rican Constitution:
(i) Several years ago, Costa Rica took a very important decision and decided hot to have an army. This helped the Costa Rican government to spend the money that the army would have used, on health, education and other basic needs of the people.
(ii) The Costa Rican government believes that a country has to be healthy for its development and pays a lot of attention to the health of its people.
