What has changed since Khala retired?

The following changes have taken place since Khala retired: 

1. In order to same money the commissioners of several municipalities across the country had hired private countractors to collect and process garbage. This is called sub-contracting. This means that the work that was earlier being done by government workers is now being done by a private company.
2. Private contractors pay very less to the workers whom they hire for collecting and lifting garbage.
3. The jobs of contract workers are temporary.

(i) The second way of collecting garbage provide safety to the person disposing garbage.
(ii) In the first photograph, the method shown for collecting garbage is quite unhealthy and dangerous because of the following reasons: 

• The workers may get infected.
• They may fall sick and can have breathing problems, etc.

(iii) Proper ways of disposing garbage are not available because of the following reasons :

• Lack of finance.
• Unawareness among workers for their health.
• Trucks provided by the Government for shifting garbage are also not in sufficient number.

Question 7. 
Several poor people in the city work as domestic servants as well as work for the Corporation, keeping the city clean. Yet the slums in which they liVe are quite filthy. This is because these slums seldom have any water and sanitation facilities. The reason often given by the Municipal Corporation is that the land in which the poor have set up their homes does not belong to them and that slum- dwellers do not pay taxes. However people living in middle class neighbourhoods pay very little in taxes compared to the amount of money the corporation spends on them in setting up parks, street lighting facilities, regular garbage collection etc. 
 
 Also as you read in this chapter, the property taxes collected by the Municipality makes up only 25-30 per cent of its money. Why do you think it is important that the Corporation should spend more money on slum localities ? Why is it important that the Municipal Corporation provide the poor in the city with the same facilities that the rich get ?
Answer: 

1. Corporation should spend more money on slums localities because slums are also a significant part of the city. The slum dwellers are hard workers and contribute immensely in the development of city.
2. They provide a lot of services to the people of every section of society.
3. If any disease spreads in a slum area, it will affect the nearby areas also Hence, maintenance and proper cleaning of slum area is also necessary.
