→ The Panchayati Raj system is a process by which people participate in their government-such as :

→ Gram Sabha:

  • Organisation: The Gram Sabha is a meeting of all adults who live in the area covered by a Panchayat. Anyone who is 18 years old or more and who has the right to vote is a member of the Gram Sabha.
  • Work: The secretary of the gram panchayat calls a meeting of the gram sabha. It is the place where all plans for the work of the Gram Panchayat are placed before the people. The Gram Sabha prevents the Panchayat from doing wrong things like misusing money or favouring certain people. It plays an important role in keeping an eye on the elected representatives and in making them responsible to the persons who elected them.

→ In some states, Gram Sabhas form committees like construction. These committees include some members of the Gram Sabha and some from the Gram Panchayat who work together to carry out specific tasks.

→ Formation of Gram Panchayat: Gramin Panchayat is the first level of democratic government in rural areas. It is formed as follows:

  • Ward Panch: Every village Panchayat is divided into wards, i.e. smaller areas. Each ward elects a representative who is known as the Ward Member (Panch).
  • Sarpanch: All the members of the Gram Sabha elect a Sarpanch who is the Panchayat President.
  • Tenure: The Ward Panchs and the Sarpanch form the Gram Panchayat for five years.
  • Secretary: The Gram Panchayat has a secretary who is appointed by the government. The secretary is responsible for calling the meeting of the Gram Sabha and Gram Panchayat and keeping a record of the proceedings.

→ Work of Gram Panchayat: The Gram Panchayat meets regularly and one of its main tasks is to implement development programmes for all villages that come under it.

  • It includes the construction and maintenance of water sources, roads, drainage, school buildings and other common property resources.
  • It includes levying and collecting local taxes.
  • It includes executing government schemes related to generating employment in the village.

→ The Gram Sabha approves the work of the Panchayat. The Gram Panchayat is accountable to the Gram Sabha because only the people of the Gram Sabha choose its members.

→ Proceedings of Gram Sabha and Gram Panchayat of Hardas Village: In the Gram Sabha of Hardas village, the first Panch-Sarpanch presented the details of the expenditure incurred on repairing the village road. After this, the problem of “water scarcity’ was discussed and some suggestions were given by the Gram Sabha members in this regard. After this, the names recorded in the ‘list of people 
coming below the poverty line’ were discussed and no names were mentioned and the members of the Gram Panchayat assured to resolve it.

→ After this, the Gram Panchayat met and in this meeting, decisions were taken after deliberating on the issues raised in the gram sabha.

→ Panchayat Samiti: The idea of people’s participation in the Panchayati Rig system extends to two other levels. One is the Block level, which is called the Janpad Panchayat or the Panchayat Samiti. The Panchayat Samiti has many Gram Panchayats under it.

→ District Panchayat: Above the Panchayat Samiti is the District Panchayat or the Zila Parishad. The Zila Parishad actually makes developmental plans at the district level and regulates the money distribution among all the Gram Panchayats.
